Pro:

1)  It would help with overcrowding and keep those persons jailed for non-support... away from violent offenders.

2) Yes. Unless the non-violent offence involves drugs. House arrest and community service don't work if there are drugs involved because the offender will still have access to the stuff. There is virtually no follow-up at the home unless there is a complaint (and I know this from personal experience -- NOT ME! -- but in my home).   [Pam Tricamo]
